EMBD Implements Modern Quarry Technology
The Estate Management and Business Development Company Limited (EMBD), a State Enterprise fully owned by the Government of Trinidad and Tobago, recently modernised sand mining operations at the Coco Road Sand Quarry in Claxton Bay. One of EMBD’s main goals was to implement a new business model for the legal sale of sand to the public while improving accuracy, accountability, and efficiency.
A critical part of this model was selecting a technology capable of precise sand volume measurement. The old system, relying solely on a weighbridge, was inefficient and limited. Therefore, EMBD sought a solution that was accurate, easy to operate, low-maintenance, and compatible with their accounting software.

Loadscan LVS System Selected
After a thorough procurement process, EMBD chose Loadscan Limited to supply a Block Mounted Load Volume Scanner (LVS). Despite COVID-19 travel restrictions in 2020, EMBD personnel successfully installed and commissioned the system with remote assistance from Loadscan’s New Zealand-based technical team. Consequently, the Coco Road Sand Quarry opened to the public on 3 July 2020 with full operational capability.
EMBD staff found the LVS system user-friendly, and Loadscan provided steadfast support throughout the implementation, ensuring a smooth transition to modern sand measurement technology.

The Load Volume Scanner Trinidad provides real-time, precise measurements for each truckload of sand. This accuracy not only guarantees customers receive the correct volume but also allows EMBD to calculate royalties payable to the State transparently.
Furthermore, the system supports the State’s ongoing efforts to eliminate illegal sand mining, a longstanding problem. By providing reliable, auditable data, the LVS promotes accountability and efficiency in quarry operations.
